Information for foreign citizens concerning the entry into force of the provisions of Federal Law No. 274‑ФЗ
On 29.12.2021, the provisions of Federal Law No.274-ФЗ dated 01.07.2021 (hereinafter referred to as the "Law") providing for the obligation for foreign citizens and stateless persons (with the exception of certain categories) who arrived in the Russian Federation after December 29, 2021 to pass the procedures of mandatory state fingerprint registration and photographing (performed once), as well as medical examination, came into force.
The requirements imposed by the Law on the term of passing these procedures:
- foreign citizens who arrived in the Russian Federation for purposes not related to labor activities for a period exceeding 90 calendar days are required to pass a medical examination and mandatory state fingerprint registration and photographing within 90 calendar days from the date of entry into the Russian Federation;
- citizens of the member states of the Eurasian Economic Union who arrived in the Russian Federation for the purpose of performing labor activities are required to pass the procedure of a medical examination and mandatory state fingerprint registration and photographing within 30 calendar days from the date of entry into the Russian Federation;
- foreign citizens and stateless persons who arrived in the Russian Federation under a visa or in a visa- free manner for the purpose of performing labor activities are required to pass a medical examination and the procedure for mandatory state fingerprint registration and photographing within 30 calendar days from the date of entry into the Russian Federation. The specified category of citizens shall pass this procedure, among other things, within the framework of the issuance of permits for the performance of labor activities (work permit or license).
Places for mandatory procedures in the territory of Moscow:
To pass mandatory procedures, including a medical examination, foreign citizens and stateless persons who arrived in the Russian Federation in a manner that does not require a visa, in order to perform labor activities in the territory of Moscow, shall apply to the Multifunctional Migration Center of Moscow, which is located at the address: Km 64 Varshavskoye Highway, Hh. 1, Bldg.47, Voronovskoye, Moscow.
For foreign citizens and stateless persons who arrived in the Russian Federation in a manner requiring a visa, in order to perform labor activities in the territory of Moscow:
- to pass a medical examination, have the opportunity to apply to authorized medical organizations approved by Decree of the Government of Moscow No.1517- ПП dated 28.09.2021 for this category of citizens.
- in order to provide medical documents and pass fingerprint registration and photographing, may apply to the Multifunctional Migration Center of Moscow, which is located at the address: Km 64 Varshavskoye Highway, Hh. 1, Bldg. 47, Voronovskoye, Moscow, on a first-come, first-served basis or to the division of the State Budgetary Institution "Migration Center," which is located at the address: 18 Bakhrushin Str., Bldg. 1, Moscow, a visit is possible by preliminary appointment. Foreign citizens and stateless persons who arrived in the Russian Federation for purposes not related to labor activities and plan to stay in Moscow for more than 90 days (including categories such as foreign students, foreign citizens who arrived for the purpose of long- term treatment, family members of foreign employees, including children over six years of age) are provided with the opportunity of:
- passing a medical examination in medical organizations authorized by Decree of the Government of Moscow No.1517-ПП dated 28.09.2021 for this category of citizens;
- providing the results of a medical examination and passing fingerprint registration and photographing in the territorial divisions of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow at the place of stay in the districts of Moscow (up- to-date information on the divisions, which provide this service, can be found on the мвд.рф website), in the Multifunctional Migration Center of Moscow at the address: Km 64 Varshavskoye Highway, Hh. 1, Bldg. 47, Voronovskoye, Moscow, on a first-come, first-served basis or in a division of the State Budgetary Institution "Migration Center," which is located at the address: 18 Bakhrushin Str., Bldg. 1, Moscow, a visit is possible by preliminary appointment. The cost of the comprehensive service for the submission of medical documents to the authorized body for all categories of foreign citizens is as follows:
- 1,000 rubles, in the Migration Center of Moscow, which is located at the address: Km 64 Varshavskoye Highway, Hh. 1, Bldg. 47, Voronovskoye, Moscow.
- 10,000 rubles, in the division of the Multifunctional Migration Center, which is located at the address: 18 Bakhrushin Str., Bldg. 1. - 1,000 rubles (for a minor foreign citizen, a foreign citizen recognized as limited in capacity or incapacitated citizen, as well as a legal representative of the said persons (one of the accompanying parents, guardian, or sponsor).
Categories of citizens who are not subject to the requirement to pass mandatory procedures for state fingerprint registration and photographing, as well as a medical examination:
- citizens of the Republic of Belarus;
- officials of international (interstate, intergovernmental) organizations who have entered the Russian Federation in connection with the performance of official duties and employees of representative offices of international (interstate, intergovernmental) organizations in the territory of the Russian Federation or employees of representative offices and officials of other organizations, to which, in accordance with international treaties of the Russian Federation, a status is granted similar to the status of international (interstate, intergovernmental) organizations, as well as family members of the said persons;
- persons under the age of six years;
- heads of diplomatic missions and heads of consular offices of foreign states in the Russian Federation, members of diplomatic staff, consular officials, as well as members of the administrative and technical staff of diplomatic missions or consular offices of foreign states in the Russian Federation, as well as family members of the said persons;
- employees and members of the administrative and technical staff of the military attaché offices, trade missions, and other representative offices of state authorities of foreign states, as well as family members of the said persons.
Liability
- Non-fulfillment by foreign citizens and stateless persons of the obligation to pass mandatory procedures (mandatory state fingerprint registration, photographing and (or) medical examination) within the established deadlines entails a reduction in the period of their temporary stay in the Russian Federation.;
- The period of temporary stay in the Russian Federation of foreign citizens is reduced, and also in cases envisaged by the legislation of the Russian Federation, a decision is made on the undesirability of their stay (residence) in the Russian Federation or a decision on the non- permission of entry into the Russian Federation in relation to such citizens, if, based on the results of a medical examination:
- the fact of their abuse of narcotic drugs or psychotropic substances without a doctor's prescription or new potentially dangerous psychoactive substances has been established;
- or it is established that these foreign citizens suffer from a disease caused by the human immunodeficiency virus (HIV), (with the exception of foreign citizens and stateless persons suffering from a disease caused by the human immunodeficiency virus (HIV) if such foreign citizens and stateless persons have family members (spouse, children (including adopted ones), parents (including adoptive ones) who are citizens of the Russian Federation or foreign citizens or stateless persons permanently residing in the territory of the Russian Federation, and whereupon, there are no violations by them of the legislation of the Russian Federation on the prevention of the propagation of HIV);
- or suffer from one of the infectious diseases that pose a danger to the public.
Medical examinations are currently available at the following medical institutions:

PROCEDURE FOR A FOREIGN CITIZEN
LABOR MIGRANTS
Performing labor activities in Moscow.
Arrived in the Russian Federation in a manner requiring a visa (HQS/KS/Quota)
The following is required (as a part of obtaining a work permit):
Visiting a medical organization:
- passing a medical examination in Moscow (in accordance with the list of medical organizations approved by Moscow Government Decree 1517-ПП) and obtaining the documents on passing the medical examination
OPTION 1:
Visiting the MMC (Multifunctional Migration Center):
- arrive at the MMC (entrance 1)
- provide the officer of the Ministry of Internal Affairs with the results of a medical examination
- pass fingerprinting and photographing procedures
- obtain the following from an officer of the Ministry of Internal Affairs:
- a document on passing fingerprinting and photographing
- certificate of medical examination
- WP (work permit)
OPTION 2:
Visiting the division on BAKHRUSHIN street (by preliminary appointment):
- arrive at the MMC division on Bakhrushin street
- pay for the service *
- provide the results of a medical examination
- pass fingerprinting and photographing procedures
- obtain the following:
- a document on passing fingerprinting and photographing
