Vladimir I.Apatsev, born in 1953, graduated from Moscow Institute of Railway Engineering (MIIT) in 1975 majoring in “Train Operation”. In 1975-1980 he was a trainee-researcher and post-graduate student in MIIT. Since 1980 he worked in the Ministry of Railway Transport in the capacity of head of laboratory, deputy director of Methodological higher education office, deputy head and head of Division of higher educational institutions of the Main department of educational institutions, head of Division of higher educational institutions-deputy head of Department of educational institutions, academic secretary of Scientific and Technical Council. Since 1989 he was pro-rector of Russian State Open Technical University of Railway Engineering (RGOTUPS). In 2007-2009 he was acting rector of RGOTUPS. Since 2009 he has been pro-rector for academic and methodological activities – director of Russian Open Transport Academy of Moscow State University of Railway Engineering (MIIT).

Vladimir I.Apatsev is an author of over 120 scientific and academic and methodological publications. His scientific activity encompasses such fields as organization of transport and optimization of work of railway stations and junctions.

Vladimir I.Apatsev was awarded breastplates “For achievements in professional activity” in the field of higher education in the USSR, “For active work in trade union”, “Distinguished Figure of Higher Professional Education” and “Distinguished Railwayman”.
