The Directive # 1 of the Institute of Transport Economics (ITE) of the People’s Commissariat of Railway Transport was issued on May 29, 1930 which arranged for the establishment of the first transport economics institute of higher education. A single interdisciplinary institute of higher education was established on the basis of uncoordinated training of transport economists. It was aimed at training economic experts for railway, automobile, marine and river transport. The new of higher educational institution completed its staffing and proceeded to academic process by September 5, 1930.
S.Danilov, A.Chudov, I.Kochetov, N.Khokhlov, who eventually became well-known scholars of transport economics and devoted all their lives to this institute of higher learning, joined the institute at its inception.
The institute was located near Sokol metro station, the training took place in barrack-like building while the rail cars at Podmoskovnaya railway station were used as a dormitory.
The first students graduated the same year: four students of the Railway department graduated ahead of schedule and were certified as transport planning engineers by the Directive #71 of November 23, 1930.
The Institute of Transport Economics trained 370 economists over the period of 1930-1933.
According to the Directive of the People’s Commissariat of Railway Transport of June 15, 1933, the Institute of Transport Economics (ITE) together with Moscow operational institute of railway engineers (MEIIT), Moscow Institute of New Railway Construction (MIINZHS) were consolidated into Moscow Institute of Railway Engineering (MIIT named after I.Stalin).
The Department of engineering and economics of MIIT operated until 1941 when the Institute was evacuated to Novosibirsk. The training of engineers-economists was underway in evacuation during the war at the Department of engineering and economics. The Department of economics reestablished its status in MIIT in 1943-1944 academic year.
With a view to staffing the railway transport with economists the USSR Council of Ministers authorized the Ministry of Transport in its Directive of August 2, 1948 to re-establish Moscow Institute of Transport Economics (MTEI).
During the first years after the war and the following ten years the Institute
had been admitting war veterans and workers of home front who took academic and research positions upon graduation. It is in these years that I.Belov, A.Shulga, E.Khimushkin, N.Smekhova joined the academic staff of MIET and became professors and assistant professors.
Such prominent economists and organizers of higher education as T.Khachaturov, a member of Soviet Academy of Sciences, professors A.Gibshman, I.Ivliev, T.Kozlov, A.Shubnikov, E.Khanukov, D.Chernomordik worked at the Institute.
In compliance with the Directive of the Council of Ministers of the USSR of August 29, 1958 “On optimization of the network of the institutes of higher learning and reduction of the student body in Moscow” and the Decision of the Minister of Transport of the USSR of September 3, 1958 it was taken as expedient to merge MTEI with MIIT. MTEI was incorporated into MIIT in the capacity of the Department of engineering and economics.
In subsequent years, the Department of engineering and economics was headed by the legendary dean Ivan V.Belov who later became the Rector of MIIT. In accordance with the practical requirements the Department organized training of specialists in information processing and accounting. Professor V.Issakov joined the academic staff and established the “Mechanization of accounting and computing” Chair, professor N.Vinnichenko became the head of the “Accounting “Chair, professor V.Shulga headed the Chair of “Economics of construction” and became the dean of the Department in 1980 .
It is during these years that scientific and academic careers of professors V.Galaburda, A.Krasov, M.Trikhunkov, A.Ivanenko were developing.
In the post-perestroika time training of economists became quite a competitive area. During those years the Department was laying ground for training specialists in the fields as follows: World Economy, Trade and Commerce, Marketing, Finance and Credit. These specialities were introduced due to the efforts of professor M.Mandrikov, the dean of the Department of engineering and economics and the first Director of the Institute, and professor R.Tsarev.
In 1993, MIIT received the status of the University, and in 1997 the Department of engineering and economics became the first structural unit of the University with the status of an Institute. Such a transformation was one of the first steps towards the University’s structural reform which was initiated by the MIIT Rector B.Lyovin.
Over the years in the status of an Institute new specialities were introduced as follows: “Translation and Interpretation Studies”, “Real estate assessment and management”, “Labour economics”. New structural units were established: IT Centre for economics and finance, Centre for bankers’ training. The Institute has been training students according to the standards of the 3rd generation since 2010. The specialization is offered in 23 profiles of training.
Professor Natalya P.Tereshina was the director of the Institute in 1998-2004. Today, senior scholar Valery P.Chuprikov heads the Institute.
There are 11 Departments in the Institute, and Transport Business School, Centre for professional development, “Software and SAP technologies” laboratory , “Corporate information systems on railway transport” laboratory, “Transport corridors modelling” and “Business Informatics” training laboratories, “Business processes simulation” and “Innovative rail transport economics” training and research laboratories successfully operate there.
The Institute has trained over 25 thousand specialists in the field of economics and management, finance and accounting, transport construction economics and statistics, specialists in the field of logistics, labour economics, transport planning, design, development and use of state-of-art information technologies in the field of economy and finance.
The training of specialists in corporate transport management, transport logistics business, transport construction management, transport corporate finance, transport services quality management and MBA program is underway in the Institute. The first MBA class in MIIT history graduated on April 23, 2008.
“Second Higher Education” and Master programs have been available since 2008.
The Institute of Economics and Finance was the first among Russian transport institutes of higher learning to join the “SAP’s” (Germany) “University Alliance”. In its academic process, the Institute widely uses e-learning, there also exist the Institute’s internet portal and web sites for students. Over 150 students take distance bachelor and master courses, while over 500 employees of OJSC “Russian Railways” (RZD), take annually distance professional development courses.
Great attention is paid at the Institute to the international collaboration and youth development. The blend of academic and developmental processes both during class hours and in extra-curriculum time is the foundation for the development of a specialist. The Institute’s voluntary and creative organizations and societies consolidated within the Youth policy centre are called upon to contribute to this effect.
The Institute’s activities are tailored at realizing the single goal: to become the training centre of economic and finance experts for transport and other industries and staff transport industry both in Moscow and Moscow region and in entire Russia with highly qualified specialists.
And we also wish the Institute of Economics and Finance to remain a big and friendly family, to develop its traditions, and our alumni to never forget their student years, their alma mater and their teachers.
