Boris A.Lievin was born in 1949. He graduated from Moscow college of electrical engineering in 1968 and Moscow Institute of Railway Engineering in 1973 majoring in “Automatics and telemechanics”

1973 – an engineer of “Automated control systems” chair, 1977 – head of MIIT Postgraduate studies department. In 1989 Boris A.Lievin initiated and organized Branch centre for training research and academic personnel on the basis of Postgraduate studies department.

Since 1991 he was the rector of All-union institute of professional development for railway transport executives and experts. Under Boris A.Lievin’s management the Institute turned into a leading Russian educational institution and in 1995 by the decree of the President of the Russian Federation it was transformed into Russian Railway Academy.

Boris A.Lievin has been the rector of Moscow State University of Railway Engineering (MIIT) since 1997. He is Doctor of Engineering (1990) and professor (1992).

Boris A.Lievin is a well known scientist both in Russia and abroad, founder of an academic school enjoying domestic and international authority.

Boris A.Lievin was the first to formulate conceptual provisions of general theory of transport development; to work out new directions of social and technical system and human resources management and organization of transport industry; to propose a new theory of personnel trajectories building and optimization, of reliability and estimated probability of management decisions realization; to substantiate the combination of mobile and stationary transport management systems; to work out and implement state-of-art approaches to the organization of research activities of transport higher educational institutions in Russia.

A number of major projects of staffing and scientific support for implementation of strategic documents geared at transport and transport construction in this country was carried out under supervision of Boris A.Lievin: Federal target program “Modernization of Russian Transport System for 2002-2010”, “Transport Strategy of the Russian Federation for the Period until 2030”, “Railway Transport Development Strategy in the Russian Federation for the Period until 2030”, etc.

Boris A.Lievin has over 250 scientific and methodological publications. He was a scientific advisor of 21 Candidates of sciences and 12 Doctors of engineering.

The idea to preserve and develop the common educational space of the CIS and Baltic countries is being realized with direct participation of Boris A.Lievin. He was one of the pioneers of the establishment of the International Association of Transport Higher Educational Institutions, Academic and Research Council of the Coordinating Transport Conference of the CIS countries.

It was under the supervision of Boris A.Lievin that the mechanisms of getting the academic and methodological activities of transport higher educational institutions of this country closer to each other, integration of existing and introduction of new transport specialities, training of new generation of specialists for transport complex of this country in the field of management of various modes of transport interaction, certification of the personnel of transport industry were worked out.

In 2002 Boris A.Lievin was awarded the title of “Honorary Figure of Higher Education of the Russian Federation”. Boris A.Lievin is a laureate of the Russian Federation Government prizes in the field of science and technology in 2003 and in the field of education in 2010.

Boris A.Lievin is a member of the Presidium of the Supreme Engineering Council of the Russian Federation; a member of the Board of the Ministry of Transport of the Russian Federation; a member of the Presidium of Scientific and Technical Council of the Russian Ministry of Transport; a member of the Presidium of Scientific and Technical Council of the RZD OJSC; a member of the Council of the Federal Agency for Railway Transport; a member of the Presidium of the State Commission for Academic Degrees and Titles of Russian Ministry of Education and Science, a member of the Accreditation Board of the Federal Education and Science Supervision Agency, a chairman of the Council of the Academic and Methodological Association on Education in the Field of Transport Construction; the president of the Russian Association of Higher Educational Institutions in the field of transport; the chairman of the Executive Committee of the International Association of Higher Educational Institutions in the Field of Transport; the chairman of the Council on Education and Science in the Transport Complex of the Coordinating Transport Conference of the CIS Countries; a member of the Presidium of the Council of Rectors of Moscow and Moscow Region Higher Educational Institutions; a member of the editorial boards of leading transport journals of the Russian Federation, a member of the Board of Trustees of the “Education” national TV channel.

Boris A.Lievin has been a member of the Expert Council of the Government of the Russian Federation since 2012.

For his scientific and educational activities Boris A.Lievin was awarded the order “For the Service to the Motherland” IVth degree, order of “Honour”, order of “The Badge of Honour”, medal of the order “For the Service to the Motherland” IInd degree, and other Soviet, Russian and foreign awards.
